Street Department


The Street Department cleans, repairs and patches all assessed streets in the City of Youngstown on a daily basis schedule. The Department also conducts the City’s Leaf Removal Program, collecting and composting several tons of leaves annually.

Highway Maintenance is responsible, citywide, for over 1100 miles of street and expressway maintenance, including:

Street Repair

This program provides road maintenance services in order to eliminate hazardous conditions and extend the life of newly resurfaced streets in order to save taxpayer money. It provides for the repair of utility openings, the repair of pot holes, sealing of surface cracks in the street, and the maintenance of brick streets.

Important Information about Potholes: Freeze-thaw cycles and consistent salting and plowing have a significant impact on streets. The City is working to get potholes patched as quickly as possible, weather permitting. The best time for pothole repairs are on dry days when the temperature is at least 40 degrees Fahrenheit or above. It has been too wet to make repairs using hot recycled asphalt, which offers a longer-lasting fix than the "cold patch" method. Cold patch is a temporary fix that is pliable in cold weather and is made from aggregate and an asphaltic material. The City has 8 crews per day (March 2015) working to repair potholes across the city, weather permitting. Main streets and secondary mains are the priority at this time, though local low volume, low speed streets will be systematically repaired after the main thoroughfares. When holes are fixed in the winter, the material used is only a temporary fix until spring. In warmer months a hot asphalt mixture is used, which permanently repairs the hole. Residents can report potholes to 330-744-3179, and they can then be added to the schedule for repair.

Other Holes in the Street

Utility cuts are rectangular excavations in the road made by utility companies to reach underground lines. Contractors are responsible for temporarily filling the cuts. The City no longer makes repairs for any utility companies. Cave-ins or sinkholes are deep holes that reach past the concrete base of the street. This occurs when the dirt below the street has washed away, causing the road to cave in.

This Street Department promotes a clean appearance and provides safe road conditions by cleaning streets and removing litter.

Illegal Dumping

330-744-7526- Youngstown Litter Control & Recycling, Weekdays 8 am to 4 pm
Contractors, haulers and individuals dump tons of debris and hazardous waste in vacant lots, abandoned homes, roadsides and alleys. The city has a list of steps individuals may take to protect their health and environment and perhaps earn a monetary reward.

Snow Removal and Emergencies

330-744-3179 – Weekdays, Operate two shifts 7 am to 3 pm and 11pm to 7am.
When snowfall reaches at least one half inch, the Division of Streets begins plowing and salting main streets. Clearing of residential streets is determined by weather conditions and forecasts. Generally, an accumulation above two inches involves salting and plowing, and less accumulation involves salting only. The City has 1 salt barn.

Snow routes priorities:

  • Priority 1: Freeway system and All Primary Roads
  • Priority 2: Secondary Streets inside the neighborhood
  • Priority 3: Tertiary Streets/Rural Street inside the neighborhoods

In the event of heavy snow storms, when the City of Youngstown plows residential streets, residents are asked to move their cars parked on the street off the street, if possible, to give plow trucks additional room to plow. When the City of Youngstown does plow residential streets:

  • The goal is to make residential streets passable
  • Plow trucks do not plow down to bare pavement on residential streets
  • Residential streets typically are not plowed the entire curb-to-curb width
  • On cul-de-sacs, plow trucks plow enough of the cul-de-sac “bulb” to allow vehicles to turn around, rather than go right to the cul-de-sac bulb curb

Grass Cutting Removal

330.744.3179 - Weekdays, Monday-Friday. Operate one shift 7 am to 3 pm. Overtime is planned and managed by management on a weekly basis per our budget.

Grass Cutting route priorities:

  • Priority 1: All Primary Roads, Corridors and Freeway system
  • Priority 2: Secondary Streets inside the neighborhood
  • Priority 3: Tertiary Streets/Rural Street inside the neighborhoods

The goal is to make residential and commercial vacant lots and vacant structures clean, and safe. Note: Brush Hog Tractors do not cut down to bare dirt on vacant lots, curb lines, and vacant structures.

Graffiti Removal Program

On City-owned buildings: 330-742-8996 - Weekdays 8 am to 4 pm
On other structures: 330-744-3179 - Weekdays 8 am to 4 pm
This ensures removal of city-wide graffiti by City employees and volunteers. It enforces anti-graffiti ordinances and educates the public, especially children and community groups about the negative aspects of graffiti. Removal of graffiti from City-owned buildings is handled by the Buildings & Grounds Department. Removal of graffiti from roads, guardrails, and bridges is handled by the Street Department at 330-744-3179.

Guard Rail Repair

This program is charged with protecting the public through guard rail repair on the city's streets and highways.

The quick answer is that the owner is responsible. However, in some circumstances the City of Youngstown will try to help. The department you call will depend on the machinery needed to cut the type of property. Here are the possibilities:

  • There is a vacant lot or a lot with a vacant house. Call the Grass Nuisance Department at 330.742.8806 or 330.744.3179.
  • If a neighbor refuses to keep the grass cut - Call Property Code Enforcement at 330.742.8888.

Who is responsible for cutting trees in the neighborhood?

The homeowner is responsible for trees on their property. If the tree is on the devil strip, call the Park Department at 330.742.8711
