Youngstown Finance Department is located on the third Floor of City Hall. The City's Finance Department handles all monies related to operating the City properly. The cashier's office handles all finances associated with accounts receivable, while the general accounting office handles all finances associated with accounts payable.

The Director of Finance shall be the head of the Department of Finance. The Director of Finance shall be appointed by the Mayor and shall be confirmed by Council or Council must show cause why the Director of Finance should not be confirmed. The Finance Director shall serve at the pleasure of the Mayor. The Director of Finance shall serve until a successor is appointed and qualified. The Director of Finance shall give such bond for the faithful discharge of the duties as the Council may by ordinance require. The Director of Finance’s duties shall include the keeping and supervision of all accounts, the collection and custody of all public money of the City, except funds and accounts of the Board of Education, and such other duties as may be provided by this Charter or by ordinance of Council.

All public money coming into the Director of Finance’s hands shall be deposited each day in such bank or banks as the Council may designate by ordinance; and all disbursements of public money shall be by check, showing the name of the payee and the purpose for which the money is paid. The Director of Finance shall keep a record of all checks issued by the Director of Finance, the name of the payee, and the purpose for which the money was paid.

No check shall be issued for the payment of any claim, unless such claim be evidenced by a voucher approved and countersigned by the head of the Department for which the indebtedness was incurred.

Meet the Director

David  Bozanich

David Bozanich, the City's Finance Director, holds a Bachelors Degree in Finance and Accounting from YSU. Dave's primary areas of expertise are finance and development programs.

Dave was born and raised on the West Side of Youngstown. He is a 1975 graduate of Chaney High School, a 1979 graduate of Youngstown State University. While at YSU Dave served as Vice President of the student body for two terms. Dave has done graduate work in both Accounting and Finance.

Dave has over 25 years experience in government finance, budgeting, and economic development. Under his tenure as Finance Director the City has brought in over 1 billion dollars of new investment and created in excess of 5000 new jobs.


The Finance Department consists of various divisions within the City: General Accounting, Computer Services, Income Tax, Economic Development and Purchasing.

The General Accounting division, located on the 3rd floor or City Hall, deals with all of the monies collected by the City Cashier's office, all bond money and payment of all department's invoices.

Computer Services deals with the information stored on the City's mainframe plus all personal computer services throughout City's departments.

The Income Tax division deals with monies associated with City of Youngstown taxes. This service was sourced out to RITA (Regional Income Tax Agency) and any questions should be directed to them at 866.750.7482.

Each department in the City of Youngstown is responsible for the acquisition of goods and services for that department that do not require formal bidding. The Purchasing Agent is responsible for the acquisition of goods and services for all departments of the City that require formal bidding. Frequently Asked Questions

Do I have to purchase a permit to hold a garage sale?

A garage sale permit must be purchased for Five Dollars ($5.00) from the City Cashier's office located on the third floor of City Hall, 26 S. Phelps Street. The permit is good for three consecutive days and can only be purchased five times a year.
